The Russian-speaking swindlers in Arizona
fool and abuse the American system and hide KNOWN
PLACE OF BUSINESS OR STATUTORY AGENT by registering many fictitious
companies, using nonexistent names for Statutory Agents, and using UPS
store address as a physical address for a STATUTORY
ANGENT.
Arizona Russian
Center is still publicly advertised
by the Russian Yellow pages despite of the fact that the entity has been put out business 05/16/2011
by state authorities for using fraud.
"A
thief should sit in jail” - famous Russian pronouncement.
There's
no such thing as a free lunch.
Meaning: The
economic theory, and also the lay opinion, that whatever goods and services are
provided, they must be paid for by someone - i.e. you don't get something for nothing.
"There
ain't no such thing as a free lunch" (alternatively, "There's
no such thing as a free lunch" or other variants) is a popular adage
communicating the idea that it is impossible to get something for nothing.
On March of 26, Dmitry Pevtsov - Дмитрий Анатольевич
Певцов - a Russian famous actor and singer was performing before the Russian
community in Phoenix.
In a foyer of MOON VALLEY HIGH SCHOOL, where the
performance was taking place, Mr. ENRICO PATKHOV, a manager
of ECHORU L.L.C., that
publishes Russian Yellow pages, was
distributing his product: 2011 Russian Yellow Pages. I am not a big fan of this addition for a
variety of reasons, and would not pick it up at all, especially at the concert,
but I had no choice; it was handed to me as soon as I walked into the
lobby. It was kind of rude and
disrespectful. Since we all, the
spectators, were “awarded” by this booklet, I began glancing through the
content, and found several very suspicious and not transparent businesses and
organizations operating in Arizona. One of was the Arizona Russian Center
(ARC), that, by time of distribution, had been ALREADY administratively
closed by the state authorities for using fraud and several other violations of
the state laws. I asked him what he knows about the Arizona Russian Center that
was widely advertised in the brochure. He posed himself as a person who has no
clear idea what the center is and who runs it. (Reference: just a few years ago
he ran a huge joint project with MS. Chaikheeva – director of ARC; it still can
be found on the Net.) I also pointed it out to Mr. Patkov adding that his
product contains incorrect information that misleads people and, thus, can be
harmful. “I don’t know anything about
it”, he stated and requested me info for verification of I had said to
him. I referred him to the official cite
for Arizona Corporation Commission for confirmation of the fact of the closing
one of the many fictitious organizations created, controlled, and operated by Olga
Chaikheeva and her “enterprise.” I
thought that the healthy mind would prevail. However,…
Instead of taking the name of ARC out of his product, he has improved his
ties with Olga Chaikheeva and expanded his “business relations” with the
“center” by letting them publish their materials in the Newspaper (Ehonewsweek/Эхо недели) he and his partner owns.
I have written several articles condemning this practice and an ongoing
brutal assault on the intelligence of the Russian speaking community in
Arizona. It is so insane and shameful to
let people who have always been in trouble with the law to publish news on behalf
of the organizations that had been officially closed and, thus, taking out of
legal business. Furthermore, by doing this, Ehonewsweek/Эхо недели were facilitating the ARC and its leaders in soliciting money from
businesses in Arizona.
As of March, 2012, Ehonewsweek/Эхо недели has not been publishing articles produced by the Arizona
Russian Center but the management has not apologized to its readers for the
obvious scam and foolish behavior.
It’s very evident that some of the lessons have been
learned by Эхо недели in a hard way but not all.
Just recently, a new addition of the 2012 Russian
Yellow pages began circulating in Phoenix.
Ideally, we all need a reference book that consists of true, valid, and
sufficient information on people, businesses, organizations that are legally
formed and lawfully operated so that they could help people and promote
official business in the Russian speaking community.
I know that many people have been stunned to find out that the Arizona
Russian Center has been publicized again. Can it be a simple typo or a dirty
mistake made? To a question asked about this old and deceptive add in a
new addition, Mr. Petkov replied that Olga has been always very helpful to him;
that’s why her “center” has been promoted.
I have collected some info (SEE BELOW) on how some of the
California based organizations got registered in Arizona (I believe with
tremendous help of Ms. “Russian Center/Shield Foundation).
I am not forming you opinion or teaching you how to think; I am just
providing true and reliable info on some of the critical topics to you so that
you, your families, your friends could be more educated, better informed, and
much safer.
Registration chain: (please look at the names of people, organizations
and especially some of the addresses).
Please, note that according to the existing law, a valid physical address
(NOT A P.O. Box address) must be submitted to Arizona Corporation Commission.
Quite often, the address below has
been mentioned for entities named below as well as for San Diego Russian Center
that has been also recently shut down by Arizona authorities.

This is just
one example out of so many how the public has been Misled, Deceived, and how

PS Many of these “best Russian practices” have come to Arizona from states
like New York and California where the local law-enforcement agencies have
systematically cracked down on those groups and severely limited their
