Russian Arizona: Another big blow on swindlers. Новый, большой удар по мошенникам

Another fictitious and shell “charitable” corporation controlled by Shield Foundation/Arizona Russian Center is now administratively dissolved and put out of business as a non-profit 501 c(3) corporation. The name of it is – “World Organization of Women.”

On the site of the Arizona Russian Center (Director - Olga Chaikheeva) there is info on the Director of the ARC, who also happens to be the Director of the” Shield Foundation” - scandalously known entity due to the special CBS 5 investigative report. Of course, coincidentally, the Shield Foundation is the main sponsor of the Arizona Russian Center

Sheriff Joe Arpaio congradulates Olga for being a "Good Samaritan Volunteer".

That is how the photo is annotated on the Shield Foundation website. Yes, Ms. Chaikheeva , indeed, received a public award for being a volunteer. It is still questionable how and by whom she had been nominated.  This info shall be the public record.  When I communicated with Michael Hegarty - director of MADD (host of the annual "Making a Difference Together in Arizona" awards dinner) about  the Shield Foundation, he declined any comments. 
Sheriff Joe Arpaio happened to be @ the state event to give out awards to law-enforcement agents and he is well known for posing with any one who wants to take a picture with him.  He has no idea who Olga was and, of course, he didn't congratulate her for "being a Good Samaritan Volunteer".  
It is common in the Russian culture for the criminals and con-artists to pose on a photo with top authorities and famous people to show to the entire ethnic community who they know in order to gain support from one fraction of the group and silent the other.  Even in a new Russia when people see a criminal posing on a photo or shaking hands with a chief of a police department they have a strong belief that this person is unreachable, protected by the corrupt officials, and above the law.

Echo NewsWeek, the Russian language newspaper out of San Diego, CA, is the only one media source to promote the"best practices" of the Ms. Chaukheeva's enterprise (comprised of many corporations). There are several adds posted on his website as well as in the Russian Yellow pages also produced by the publisher of Echo NewsWeek.
The three "non-profit" corporations - Arizona Russian Center, Shield Foundation and World Organization of Women - appear to be independent organizations. Please note, that no names of who run these organizations is provided. However, if you simply check and compare the phone numbers (marked in red) you would find a direct correlation between the entities. In addition, the two administratively dissolved corporations (Arizona Russian Center & World Organization of women) happened to use same physical address (in reality - P.O. Box - visit AZCC)

I have been in the US for almost 20 years and found out that for people with criminal minds is so easy to fool around America and play a role of good, concerned, responsible, and productive resident/citizen.  What is extremely sad and regrettable in this story that there are more than three organizations having been originated same way and operated by same people (they are so good in hiding their affiliations to all those entities unless you know how to find the connections). I have been researching these people, their numerous organizations, and "best business practices" for almost eight years!!!, I personally, don’t even have a doubt what true purposes all these corporations (with tax exempt status) have been used for.  My audience of blog readers is slowly but surely growing up and I hope that judges, legal institutions, local and national law-enforcement agencies pay or will pay close attention to my writing.

Я пишу эти строки в надежде на то, что хотя бы малая толика русско-язычного населения Аризоны начнет осознавать, кто рядом с нами проживает и кто стремиться всеми силами взять под тотальный контроль многие аспекты жизнедеятельности Русско-говорящего сообщества, не только в штате, но далеко и за его пределами. Невероятно, но факт...Русский Центр Аризоны является официальным представителем Российской организации соотечественников в США.

Я считаю это большим позором для Новой России, которая идет на очередные парламентские выборы под лозунгом  «Не пустить криминал к власти».

А здесь в Аризоне, есть директор центра:
которая была судимая за воровство из магазина и за езду без страховки,

посадившая своего мужа (Россиянина) в тюрьму (по мнению очень многих по сфабрикованному обвинению), 

сумевшая отобрать у сидящего в заключении мужа дом, оставленный ему решением Американского суда, 

замешанная в очень грязных бракоразводных процессах (дела "русских жен"),

главная героиня нашумевшего на всю страну специального расследования CBS 5,

самозванно выдающая себя то за иммиграционного адвоката, то за доктора, то за специалиста по оскорблениям, то за социального работника, то за специалиста по разводам в России (имеется ее афедевит в деле одной из ее «клиентов» - Татьяны С.),

умело использующая суды в Аризоне для выписывания протекционных ордеров (главное по-совершенно лживым и беспочвенным обвинениям) для запугивания неугодных, включая автора этих строк,

известная за привод в суды заранее обученных и подготовленных лжи свидетелей,

постоянная участница многих судебных процессов как в отношении наших соотечественников, так и Американцев.

Но один процесс, который иначе как невероятным, абсурдным или сенсационным не назовешь. Генеральная прокуратура Аризоны выяснила через верховный суд графства Марикопа, что Ольгин гражданский муж, проживающий с ней на протяжении последних 8-9 лет...является биологическим отцом (третьим) ее третьего ребенка.
А теперь этот человек, действия которого разрушили столько семей и, порой, оставляли маленьких, иногда, грудных, детей и без отцовской любви, и внимания, и средств к существованию, выбрасывая своих же "клиентов" на улицу без денег только за то, что они находили в себе мужество порвать с Шилдом и искать помощь у других людей и в других местах (яркий пример - Александра Ф.), в настоящее время, публикует в бесплатной газете "Эхо Недели" (скажи мне кто твой друг и я скажу зачем он тебе нужен) сочувственные материалы о бедных детях с Украины и той помощи, которую им можно оказать.  Это просто вверх цинизма и лицимерия с одной стороны, а с другой - просто надежное и верное прикрытие своей истинной противоправной, ущербной и аморальной деятельности.

Этот список похождений заслуженных деятелей культуры и образования может занять несколько страниц. У нее есть очень «хорошие и толковые» советники, друзья и просто поддерживающие ее люди, в основном новые в нашем штате, которые верят в ее легенды и не проверяют фактов. Они, не понимая или не осознавая своей роли в отлично срежиссированном и классно поставленном спектакле создают картину легитимности уже закрытого Центра и, тем самым, прикрывают и поддерживают мошенников. 

Мы все живем в свободном от тоталитаризма обществе и каждый свободен в выборе друзей, товарищей и организаций по интересам. Поэтому, я никому никаких советов не даю.  Я просто предоставляю достоверную, правдивую и важную информацию людям. Я буду продолжать свои важные заметки об их организациях, деятельности и группе поддержки.

Пожалуйста, если вы принимаете во внимание факты, изложенные в этой статье, задайте себе простой вопрос: хотел(а) бы я ассоциироваться с этими людьми и поддерживать их организации?

Breaking news: The publisher of the Russian news magazine "Echo News Week" keeps providing public, informational support  to the Arizona Russian Center, and facilitating unlawful collection, as a "charitable corporation", of donations-money from the Russian and other local businesses despite of the fact that I had notified him via-email and a link regarding the dissolving of the RCA had also been send to his business e-mail address.

In May of 2011 the Arizona Corporation Commission administratively dissolved  and put out of business the  Arizona Russian Center (ARC) - a NON-PROFIT, CHARITABLE CORPORATION.
Ms. Olga Chaikheeva and Artt Smasch FRAUDULENTLY reinstated (highjacked) one of the earlier admin. dissolved corporations, changed the name and purpose but kept the tax-exempt status of the former well established corporation. 

Being administratively dissolved means the corporation involuntarily gives up its right to do business in Arizona as a corporation.

Please note: some other their organizations have come to life in exactly same way. 

For almost more than a year they had kept a very low profile and then, suddenly, have come out of the darkness and accelerated their business by being very visible and noisy.  They know they cannot conduct business legally; they want to do it, it’s their decision to do so.
The problem is that many people and organizations don’t know or don’t believe that the Arizona Russian Center can’t do its business legally. As illegally operating non-profit charitable corporation, they are soliciting donations and money from local businesses.

Unfortunately, there are people and businesses who knowingly support and protect the leadership and the structure of the ARC – entity that is fraudulently and unlawfully conducting its operations not just in the USA, in the Russian Federation as well.
Knowing the truth, people could make up their minds whether to give money or not to ARC, protect or not protect them,  be or not be their sponsor, provide or not provide public and informational support to them.

On the other hand, there are “free” Russian newspapers like Echo News Week (published in San Diego,  California) that do business with the dissolved organization; I am wondering if money or other financial and other incentives have been involved.  Letting the ARC publish their own articles and adds in the newspaper, the “free” news magazine Echo News Week is a demonstration of public support and facilitating of collecting of unlawful donations by the Arizona Russian Center from local businesses and people.
There is also a website called the Arizona Russian News run by Andy (Andrew, Andrei) Conovaloff ( a volunteer!? for ARC and Shield Foundation) that provides a lot of public support to Ms. Olga Chaikheeva, her partners and organizations, especially scandalously known – Shield Foundation. The site looks like a professionally run news agency. It really looks very good but It is not a news organization; it is a personal site opened and run by Mr. Andy.  It is a well managed website but... it has been often used to slender, harass, abuse and Cyber-bullying people like whose only guilt is - telling the truth to the people and communities about people named above and their "best practices."  He publishes (perhaps writes for some pay or benefits) anonymously written FALSE and Slanderous articles.  Despite of the fact that character defaming postings contain a lot of personal info on other people, Mr.  "Arizona Russian News" doesn’t even provide his last name on the front page.  Please, try to think, why? 
I, for instance, don't hide my name because I am a clean person and proud of my name and my contributions to our communities. 

These people have worked very hard  to destroy me and my character by: 
  • Unsuccessfully suing me several  times, 
  • Intimidating me by posting abusive and slanderous articles
  • Threatening me by filing false police report connecting me to the "burglary" of their office (they still almost 4 years after, submitted no list of items stolen from the office!?), 
  • Attempting to create problems at work by sending police to school I work at, 
  • Spreading rumors and gossips among the Russian-speaking people that I fight all the Russians in AZ because I "have a grudge against the Shield Foundation" and more...
They want to zip up my mouth and stop me educating and enlightening people; IT IS NOT GOING TO HAPPEN.
They can and probably will try to physically KILL me or put behind the bars by framing me up ( they have a good experience of doing this) but will not  to take away my right to the Freedom of Speech.

The main purpose of this and other articles is to educate, inform, and enlighten people by presenting accurate, creditable, and reliable information on con-artists in our community based on true facts and legal documents. 

I am giving no advice to any one. However, I am making a strong statement that I will continue bringing up to the public eye people, organizations, businesses directly and/or indirectly associated with the ARC, its leadership and many other organizations opened by same people using third party names or even fictitious names of people who may not even exist.

There is a wise, old saying, “A picture is worth a thousand words.”
That’s why I am adding to the article a few important documents that speak for themselves.  

Don’t be too naive and trustworthy, Be Knowledgeable and Smart.

Arizona Crime Prevention: How to prevent our vehicles from being stolen.

Benjamin Franklin was quoted as saying, “an ounce of prevention is worth a pound of cure”. Seems like good advice, easy to follow.


Out of 100% of all crimes committed in Arizona, 91% relates to a property crime.
One of the most common types of property crimes is vehicles theft. Living in Arizona, in the state with developing public transportation system, we heavily rely on our individual means of transportation, at least to get to and from work.
Therefore, we fully realize what possible, absolutely horrible, consequences we will face if our car gets stolen.

Arizona is no longer the state with the most vehicle thefts, as was the case in 2001. There were 54,849 vehicles stolen in Arizona in 2006. In 2007 the Phoenix metro area was ranked as the city with the 8th highest rate of vehicle thefts on a per capita basis. In 2010 that number decreased dramatically to a rank of 56th with 13,566 stolen vehicles. That's quite an improvement, but it doesn't mean that we can be less than diligent about preventing our vehicles from being stolen.

There are several things can be done in order to protect our vehicles. There is one program that many people don't even know about. it's called: THE WATCH YOUR CAR PROGRAM

THE WATCH YOUR CAR PROGRAM

The Watch Your Car decal program is a free, voluntary program whereby Arizona vehicle owners enroll their vehicles with the Arizona Automobile Theft Authority. The vehicle is then entered into the Motor Vehicle Department (MVD) database; participants receive decals for their front and rear windows. By displaying the decals, vehicle owners convey to law enforcement officials that their vehicle is not usually driven between 1:00 AM and 5:00 AM, when the majority of auto thefts occur.

In addition, by enrolling in the Watch Your Car Program, vehicle owners also authorize law enforcement officials to stop their vehicle at any time during the day or night within one mile of the border, if there is a suspicion that the vehicle is being illegally operated.
If a police officer witnesses the vehicle in operation between these hours, they have the right to stop the vehicle and verify it is being legally operated by the rightful owner.

Auto Theft Prevention Tips

The "Layered Approach" to Protection

Professional thieves can steal any car, but make them work for yours. To prevent thefts, the National Insurance Crime Bureau (NICB) recommends "Layered Protection." The more layers of protection on your vehicle, the more difficult it is to steal.
The number of layers your vehicle needs varies depending on your vehicle and geographic location. Your budget and personal preferences should determine which anti-theft device is best for you.
Layer #1 -- Common Sense
An unlocked vehicle with a key in the ignition is an open invitation to any thief, regardless of which anti-theft device you use. The common sense approach to protection is the simplest and most cost-effective way to thwart would-be thieves.

Lock your car - half of all vehicles stolen are left unlocked

Take your keys - nearly 20% of all vehicles stolen have the keys in them

Park in well-lit areas - car thefts occur at night more than half the time

Park in attended lots - car thieves do not like witnesses

Do not leave your vehicle running and unattended

Completely close your car windows

Do not leave valuables in plain view

Do not hide a spare set of keys in the car - the pros know where to look

Park with your wheels turned toward the curb

Always use your emergency brake when parking

If you have a garage, use it - when you do, lock both the vehicle and the garage door

The second layer of protection is a visible or audible device which alerts thieves that your vehicle is protected. Popular second layer devices include:

Steering column locks

Brake locks

Tire locks

Watch Your Car decals

Identification markers in or on vehicle

Protective Window Laminate

Microdots applied to various surfaces on vehicle, which are imprinted with identification information.

Layer #3 -- Immobilizing Device

This third layer of protection is a device which prevents thieves from bypassing your ignition and hot-wiring the vehicle.
Some electronic devices have computer chips in ignition keys. Other devices inhibit the flow of electricity of fuel to the engine until a hidden switch or button is activated.
Popular third layer devices include:

Smart keys

High security locks & keys

Fuse cut-offs

Kill switches

Starter, ignition and fuel disablers

Layer #4 -- Tracking Device

The final layer of protection is a tracking device which emits a signal to a police or monitoring station when the vehicle is reported stolen. Tracking devices are very effective in helping authorities recover stolen vehicles.

Passive and Active Anti-Theft Systems

Passive and active anti-theft devices are the two options available when considering an anti-theft system. Passive devices automatically arm themselves when the vehicle is turned off, the ignition key removed, or a door is shut. No additional action is required. Active devices require some independent physical action before they are set, such as pushing a button, or placing a "lock" over a vehicle component part. This physical action must be repeated every time the anti-theft devices is set or it will not function.

While you may not be able to prevent your vehicle from being stolen, despite every precaution, you can take many of the following steps in advance. Being prepared may ultimately help law enforcement recover your vehicle more quickly and reduce your expenses.

If you discover that your vehicle has been stolen, notify law enforcement immediately. Speed is essential in recovering stolen cars; any delay in reporting only helps the thieves. Be prepared to provide the vehicle's make, model, color, license plate number, and VIN (Vehicle Identification Number).

Keep a photocopy of your vehicle registration and insurance card in your wallet or at home. This will enable you to provide information quickly to law enforcement and your insurance claims agent.

Make your vehicle easier to identify. One way is to write your initials on an index card and drop it in the window slot, or carefully engrave your initials inside the trunk, hood, or even the dashboard near the VIN number.

Etch the VIN number on all window glass of the vehicle.

Review your insurance policy annually. Don't wait until after your vehicle is stolen to find out you don't have the coverage you think you have. Owners are advised to review their auto insurance policies once a year, including coverage you must have, coverage you'll probably need, and additional types of coverage, including roadside assistance and rental reimbursement.

Exercise caution if you see someone tampering with your car. Call 911 as quickly as possible.

Don't Purchase a Stolen Vehicle

Use Common Sense. If it looks too good to be true, it probably is!

Don't meet the seller in an unsafe location. Meet at a permanent location of the seller and avoid situations where you can only meet the seller by pager.

Let the seller know you will not be bringing cash, but will pay by personal or cashier's check if you decide to purchase the vehicle.

Ask the seller for valid picture I.D. and compare the information to the vehicle registration and title.

Be leery of pre-signed ownership documents, or sellers who are not both the registered and legal owners. The documents may be forged, or a lender may have a lien that prevents transfer of title.

If the ownership documents are recently issued or duplicate, the vehicle may have changed hands recently or the title lost. Inquire why!

Check the ownership documents for an indication that the vehicle is a salvage and be very cautious if it is. Many salvage vehicles are rebuilt with stolen parts or are unsafe. Also be alert to these issues if any vehicle appears to have been extensively damaged or rebuilt.

Be sure all numbers match. Look at the numbers on both the Vehicle Identification Number plate and the license plate. They should be the same on both the vehicle registration and title.

Before you pay, be sure documentation is adequate to obtain registration and legal title. Check with the Motor Vehicle Division (MVD) first if there is any doubt.
Be Careful! Cashier's Checks and Money Orders
Are Not Always What They Appear to Be!


Local law enforcement agencies have had numerous cases where counterfeit cashiers checks and money orders are being used to commit forgeries and/or frauds when purchasing a vehicle.
Here is a scenario that will hopefully prevent you from becoming the next victim.

SCENARIO:

The victim (YOU), advertises his car for sale in the local media. The victim is contacted by a suspect over the phone who offers to buy the car for full price and asked the victim for the spelling of his name. The suspect then shows up in an expensive car with other suspects and buys the car with a counterfeit cashiers check or money order. The sale usually occurs after the banks are closed - especially on weekends.
After three days, when the suspects are long gone, the bank notifies the victim (YOU) that the cashiers check or money order is a fake and the victim is out the money AND the car. The suspect usually sells the car to an innocent third party the same day of the theft.

SELLERS WOULD BE WELL ADVISED NOT TO ACCEPT PAYMENT UNLESS THEY ARE AT A BANK AND THE FUNDS CAN BE VERIFIED!!

Remember: most of the vehicles are stolen at parking lots (at work, grocery stores, etc). Don't place anything in a trunk of your car (such as a purse) on a parking lot; someone could watch you do that.
