Federal agents arrested 11 Russians in Brooklyn, including a daycare owner

by Yefim Toybin

Let's see...Russian immigrants, crooks, bilking our system in untold taxpayers' money. I think we should build a fence around Brighton Beach to keep the vermin out.

jail every one to the max

New York Daily News.

ENGLISH VERSION (translated by Google):
What happened to the immigration from the former Soviet Union? What kind of so-called immigrants from Russia, settled in the U.S.? The impression is that the third wave of immigration - this is just criminal elements, corrupt and vile little people, inveterate swindlers of all stripes. In short - a complete rabble. Constantly read in the press, watching on television and hear on the radio about the incredible adventures of Russian-speaking criminal or semi-criminal elements. But the main thing is not in any illegal activities they are engaged in what they are doing it openly and proudly talk about it.
And where is the real, traditional immigration - are honest and noble, highly moral and honest to the core, with the present, rather than purchased education, and many hard working and above. Well and good bringing up their children.
They are and they must merge, that would be new for our country to know that there are other people who bring good and make an enormous contribution to security and prosperity of the country.
And for those who engaged in fraud and commit crimes, not only in New York and here in Arizona, too, would like to say that all dark sooner or later become clear. Shame on all those who leads a shadow over all of Russian immigrants, and shames us before the society.
Another very curious and interesting fact. Who says a great deal and writes said about criminals and fraud? Correctly. "Free" Russian-language newspaper. Even under socialism, in the school were taught that there is only free cheese in a mousetrap. Only Arizona and the recently released paper, with headquarters in San Francisco, circulation 10,000! copies to the community no more than 3 -4 thousand with their children and grandchildren. On what kind of money these free newspapers are published as they exist and how they pay taxes to the state? There is much to ponder and meditate until you read the article below.

Dozens of daycare centers in Brooklyn and Staten Island were nabbed in an alleged $18 million scheme to overcharge the government, prosecutors said Tuesday.
Federal agents arrested 11 people, including a daycare owner and as many as seven city workers who were bribed to look the other way when the centers over-reported the number of children they enrolled, according to an indictment filed in Manhattan Federal Court by the U.S. Attorney's office.
The investigation going back to 2007 centered on a slew of daycares owned by two Russian woman, Lyudmila Grushko and Liudmila Umarov, who received government subsidies for more children than were actually attending the centers, according to the city's Department of Investigation.
Umarov and others allegedly bribed city workers with cash and jewelry to look the other way when they reported the number of children at their centers, according to investigators who dubbed the probe "Operation Paycare."
Inspectors were also paid to overlook fire safety and other violations, such as children sleeping on the floor, according to the indictment.
"DOI has also interviewed numerous New York City employees who received corrupt payments from Umarov, Grushko, and their co-conspirators," the indictment says. "Many of Umarov's associates and many of the New York City employees made statements about Umarov's criminal schemes and their involvement in those schemes."
The state and city money is supposed to be aimed at helping poor families who could otherwise not afford daycare.
Among the daycare centers are Paragon II Day Care, Learning Center Paragon, Amazing World Day Care Center, Banner Learning Center and Sweet Dreams Day Care.
The defendants face charges of mail fraud and bribery and as much as 25 years in prison.
U.S. Attorney Preet Bharara, DOI commissioner Rose Gill Hearn and other officials are expected to hold a press conference on the case later Tuesday.
